Prior to practicing law, attorney Flanigan worked at sea for nearly two decades, starting as a scallop fisherman and eventually working his way up to captain and owning his own vessel. His trips to sea typically lasted 10 to 16 days, working six hours on and six hours off, 24 hours a day.

Attorney Flanigan eventually sold his fishing boat in 1994, but his ties to the maritime industry remained strong. For the next eight years, he testified as an expert witness in various maritime litigation cases. He went on to receive his J.D. from Widener School of Law in 2002, and his current practice focuses on the areas of employment law and commercial fishing and maritime law.
